If I recall, Carmack said he'll be releasing a Quake 2 editor as soon the
game hits store shelves.  It is supposed to be better then the first,
however I believe it requires a fully OpenGL compatible video card (3Dfx
is not, until [and if] they release a full OpenGL driver).

Qoole v3.00 (in development) is expected to have complete Quake 2 editing
support, and will not require OpenGL.  There will be 3Dfx support as
before, possibly D3D and OpenGL support as well at some point.
