WinQoole and GLQoole v2.18 - http://www.qoole.com/howl

Development has been done with Visual C for quite a while now, but
releases (including beta's) have always been compiled with Watcom.
Watcom definately produces smaller binaries.  Previously I thought
Watcom was yielding the faster binaries, but it looks like Visual C is
winning now, with full optimization on.  It's running maybe 10% faster.

The problem with Visual C's full optimization however, seems to be small
quirks in the way code is compiled.  They've been fixed as far as we know,
but this release really needs some good testing.
