Unfortunatly the tf_flags.mdl never actually came with any release of TF,
in fact, you still find some maps out there using the old keys as flags.
You can pick it up on almost any tf editing site (www.tfconsole.com is one)
or get the custom ones from Etheral TeamFortress (http://tf.etheral.net)
