I suggest QuArK. QuArK it means Quake Army Knife. It has this name
because its goal is to be the most complete editor of Quake. Apart map
editing, you can also edit models, QuakeC, and link many mods together
that are related, so they form a whole. And it's very simple to use.

It hasn't been updated for Quake II (yet) but it has been adjusted to
Hexen II.
