This version of QRAD3 has a new option '-fast'.
This simply speeds the calculation up, but it
includes a (kinda big) loss of quality.

If you don't use this option, FQRAD3 is just as
fast as the original version, no changes here.

It was designed for map-editing & testing purposes,
so that you don't have to run the slow QRAD3, just
to see if the light is well done. The -fast option
includes the following changes:

- set numbounces to 0 (as you can do by -bounce 0)
- disable usage of texture-reflectivity
- skipping dots by certain values

This way, the QRAD3 for map BASE1 is done in 72 
seconds (using a p200mmx, 96mb) - at this speed I
think the quality is good enough to see where you
should do some light-work and where not.

I'd really like to know if anyone is using this,
especially on multi-processor machines. I couldn't
test FQRAD3 on such a system. I do like to know
how it works at all... bugs, breaks, anomalies etc.

I hope to get more speed in the future even without 
using -fast, but I'm new to the bsp/light/vis stuff
and I don't really know what I'm doing there. :)

Compiled and tested under NT4 using Visual C++ 5.0, 
source included. I marked my changes with 
// !!!!!!!!! lines, so anyone interested can see 
what I've done.
